THE BENEFITS

PAY

Executive Order No. 2022-01, Relative to Establishing a Law Enforcement Officer Pay Scale within the Competitive Wage Act Pay Plan, provided the following:

  • In 2022, an 18% pay increase to base pay was implemented
  • 2% pay increase annually after implementation of Executive Order 2022-01
  • 10% retention pay for SGTII and below was implemented
  • 15% retention pay for LT. and above was implemented


Based on the 2024 GPD Pay Plan Schedule:

  • Starting Pay Grade is FL25, Step 1: $36,588 per annum/$17.59 hourly.
  • Starting salary may vary depending on particular situations.
  • 10% Retention Pay is applied at the start of the Training Cycle.
  • 10% Hazardous Pay is applied when On-the-Job (OJT) Training starts.

INCENTIVES

Effective October 1, 2024, as per Public Law #236-37, "An Act Making Appropriations for the Operations of the Executive, Legislative, and Judicial Branches of the Government of Guam for Fiscal Year Ending September 30, 2025, Making other Appropriations, and Establishing Miscellaneous and Administrative Provisions,":


Under Chapter XII, Miscellaneous Provisions


Section 42. GPD Retention Program, added to Chapter 77, Title 10, Guam Code Annotated


§77502 Triennial Retention Bonus


Police officers are eligible for a bonus of ten thousand dollars ($10,000) every three (3) years; provided that the following criteria are met:


  • the police officer's job performance is satisfactory;
  • the police officer has no history of any disciplinary action involving police misconduct or violations of the laws of Guam (including, but not limited -to, controlled substance abuse or alcohol abuse that may have been deferred or diverted); and 
  • the police officer successfully completes the equivalent of not less than three (3) continuing education units of post-secondary or professional education in law enforcement, criminal justice, or behavioral science.


The start date for accruing service time towards the three (3)-year bonus is effective on the date of enactment of this Section and shall not be applied retroactively.


RETIREMENT

Earlier retirement age for Government of Guam Law Enforcement Officers

Public Law 36-130 was enacted and provides law enforcement officers within the Government of Guam with the following:

  • Law enforcement officers may retire without penalty at age 55, with a minimum of 25 years of service, or at age 57, with at least five (5) years of service
  • Better accrual rates for all DB 1.75 plan members

CAREER DEVELOPMENT

Working with the Guam Police Department provides exclusive career development opportunities and training that are not available at any other agencies, such as: 

  • Enhanced investigations training and experience;
  • Officer survival training;
  • Opportunities exist to work with diverse teams in areas such as the Special Enforcement Amphibious Section, Special Weapons and Tactics (SWAT), K-9 Unit, Patrol Operations, Criminal Investigations, Forensic Science, Crime Scene Investigations, Traffic Investigations, Digital Technology Investigations, Recreational Boating Safety, Human Resources, and many others.


EDUCATION

Pedro  "Doc" Sanchez Education Grant at the University of Guam

  • Eligibility is after two (2) years of employment.  
  • Earn a Bachelor’s Degree with a Major or Minor in Public Administration
  • A Master’s Degree program is also available for qualified employees 


EMPLOYEE WELLNESS PROGRAM

The Guam Police Department offers wellness programs and resources to support the physical and mental health of employees with programs such as:

  • The GPD Peer Support Program provides counseling services and stress management workshops;
  • Chaplain Corps Services;
  • Gym memberships are provided through the Government of Guam Health Insurance;
  • Annual Physical Fitness Test - Police Officers Physical Abilities Test (POPAT)
