Chief of Police Stephen C. Ignacio

A Life of Service. A Legacy of Leadership.

1987–2026 — Nearly Four Decades of Service


Chief Ignacio began his GPD career as a police recruit in 1987, rose through the Department’s ranks, became acting chief in January 2019, and was unanimously confirmed as chief on April 25, 2019. He passed away in June 2026 at age 58.
 


Honoring the Life and Legacy of Chief Stephen C. Ignacio

The Guam Police Department honors the life, service, and lasting legacy of Chief of Police Stephen C. Ignacio. Chief Ignacio dedicated nearly four decades of his life to protecting the people of Guam. Beginning his career as a police recruit in 1987, he rose through the ranks of the Guam Police Department through commitment, discipline, and an unwavering belief in public service. 


In 2019, he was appointed Chief of Police, accepting responsibility for leading the Department and its men and women through both progress and challenges. Throughout his career, Chief Ignacio remained committed to strengthening the Guam Police Department, developing its officers, modernizing its operations, and building trust between law enforcement and the community.


To the officers who served under his command, he was more than the Chief of Police. He was a mentor, a teacher, and a steady source of leadership. He believed that those entrusted with authority must lead with compassion, accountability, and respect for the people they serve. 


His influence will continue through the officers he mentored, the careers he helped shape, and the future generations who answer the call to serve. The Guam Police Department extends its deepest condolences to Chief Ignacio’s family, loved ones, friends, and all those whose lives were touched by his service. 


Though Chief Stephen C. Ignacio's watch has ended, his legacy lives on in every officer who chooses to serve with courage, integrity, compassion, and honor. May future generations of Guam Police Officers carry forward the values he so faithfully exemplified.


 

His Legacy Lives On

Chief Ignacio believed that every officer has a responsibility not only to enforce the law, but also to protect the vulnerable, earn the community’s trust, and help those who may simply need someone willing to listen.


Those who join the Guam Police Department become part of the mission to which he devoted his life—a mission built on courage, integrity, compassion, and service.

Future officers will carry that mission forward.


MEET THE CHIEF

Chief Stephen C. Ignacio has an extensive career in law enforcement.  He currently serves as the Chief of Police for the Guam Police Department (GPD). A long-standing commitment to public safety, community engagement, and leadership within the department marks his tenure in law enforcement.
