MEET THE CHIEF OF POLICE

POLICE COLONEL JOSEPH S. CARBULLIDO, ACTING CHIEF OF POLICE

Acting Chief of Police Joseph S. Carbullido brings more than three decades of law enforcement experience, leadership, and public service to the Guam Police Department. Throughout his career, he has remained committed to protecting the people of Guam, strengthening public safety, and supporting the men and women who serve our island community.


Chief Carbullido has spent the majority of his law enforcement career with the Guam Police Department, rising through the ranks and serving in a variety of leadership and command capacities. His experience has given him a broad understanding of policing, from the day-to-day responsibilities of officers in the community to the challenges of leading a modern law enforcement organization.


His public service has also extended beyond the GPD. Chief Carbullido served as Director and Acting Director of the Guam Department of Corrections, where he provided executive leadership over one of Guam's major public safety agencies. He later returned to the Guam Police Department to continue serving the community and to assist in advancing community policing initiatives.


In February 2024, after 36 years of service with GPD, Chief Carbullido was promoted to Police Colonel, the highest uniformed rank within the Guam Police Department. As Police Colonel and Police Commander, he became an integral part of the department's executive leadership and accepted the responsibility of helping guide the organization and its personnel.


Upon his promotion to Colonel, Chief Carbullido challenged himself and his command staff to “rise to the call and to make a difference.” That message reflects a philosophy of leadership grounded in responsibility, service, and the understanding that every member of the department has an opportunity to positively impact the community.


Following the passing of Chief of Police Stephen C. Ignacio in June 2026, Carbullido assumed the role of Acting Chief of Police, providing continuity in leadership for the department during a time of profound loss and transition. As Police Colonel and Police Commander, his position and extensive command experience prepared him to assume the responsibilities of leading the Guam Police Department and continuing the important work of those who serve and protect the island.


As Acting Chief of Police, Carbullido leads the Guam Police Department as it continues its mission of protecting life and property, maintaining public order, preventing and investigating crime, and building strong relationships with the people it serves.


Throughout his career, Acting Chief Carbullido has emphasized the importance of leadership, accountability, teamwork, and community. His experience across multiple areas of public safety has reinforced a fundamental principle of policing: effective law enforcement begins with dedicated people who are willing to serve.
